Fuel mileage makes a huge difference my old car got 15 mpg my new one 45 mpg means I use 1/3rd the gas so pay 1/3rd the tax I used to for the same miles driven over the same roads. Gas may cost more per gallon now but my commute is much cheaper since I use much less gas. Before my commute took about 10 gallons a day costing me around $25 pre covid now it takes 3 gallons costing me around $10 a day.

Inflation is a major factor in the road funding issues. Auto fuel taxes are typically charged as a fixed dollar amount per gallon, but all the expenses to improve and maintain roads/highways grow every year. Materials and labor are both getting more expensive, but it takes legislation to adjust the revenue to keep up. A percentage similar to the sales taxes on other goods would be more responsive to the rising prices of the same amount of material and labor.
