Cartels, not Biden policy, why crossings down: Former union head

Brandon Judd, the former president of the National Border Patrol Council, says the Biden border plan is not working because the cartels are watching the U.S. presidential campaign and are keeping people from crossing the border. He tells “The Hill” that the cartel leaders are businessmen who understand the ebbs and flows of politics in the U.S.
