The NCAA has delivered its full Notice of Allegations (NOA) to Michigan relating to the Connor Stalions sign-stealing scandal. This news was first reported by Yahoo Sports!’s Dan Wetzel. On3’s Pete Nakos confirmed the initial reports.

There was previously a draft of the NOA that was reported on. Now, there are reportedly going to be some changes from that initial draft. However, as of now, it’s unclear what changes and how extensive those changes are that the NCAA made from that initial draft to the NOA that was actually sent out to Michigan.

The NCAA confirmed that Michigan had received an NOA, writing , “The NCAA can confirm that a Notice of Allegations has been distributed to the school and involved parties in the Michigan investigation. To protect the integrity of the infractions process as the case progresses forward, the NCAA will not provide any further comment on the specifics included.”

The news of the NOA being delivered to Michigan comes just two days before the Netflix documentary, “UNTOLD: Sign Stealer,” is set to premiere.

The Connor Stalions sign-stealing scandal was one of the major storylines of the 2023 season. It involved a Michigan assistant who was supposedly operating a network that would go to opposing campuses for games and advanced scout opponents. That action of advanced scouting is against NCAA rules. On top of that, the scouting involved stealing the signs of future opponents.

In the initially reported drafts of the NOA, the NCAA was accusing Michigan and Stalions of impermissibly scouting at least 13 future opponents on at least 58 occasions between 2021 and 2023.

Stalions resigned once the scandal broke and assistant coach Chris Partridge was later fired. The Big Ten also went on to suspend then-head coach Jim Harbaugh for the final three regular season games. He was replaced on an interim basis by current head coach Sherrone Moore .

Michigan would end up going undefeated and winning the national championship in 2023. Several coaches have since moved on, including head coach Jim Harbaugh.

This NOA for the Stalions scandal comes just weeks after Michigan and Jim Harbaugh received penalties from the NCAA for recruiting violations and impermissible benefits during the Covid-19 recruiting dead period. That punishment included a one-year suspension for Harbaugh and a multi-year show-cause penalty.

In the initial draft of the Notice of Allegations against Michigan, it was reported that Sherrone Moore could potentially receive penalties relating to the Stalions investigation. That includes accusations that he deleted text messages between himself and Stalions. However, it’s unclear if that is still a part of the NOA that Michigan received or if it was taken out of the final draft.

For now, this is just another step in the long process of an NCAA investigation and it will likely be some time before it’s fully resolved.
