Human Remains From 1992 Identified
OSWEGO COUNTY – On April 8th, 1992, the Oswego County Sheriff’s Office responded to a body that had washed up on the shore of Lake Ontario, near what is now the Novelis Plant. The remains were badly decomposed and mostly skeletal. According to the Medical Examiner’s office, the individual had died between 6 months and 5 years prior to the discovery of the body. At the time, efforts to identify the remains by comparing them to missing person cases were unsuccessful. In 2008, a DNA profile of the remains was uploaded to the CODIS database without generating any additional leads.

Mike Vinch, 77, of Fulton, NY passed away on Thursday, March 28, 2024, in Oswego Hospital. Mike was born in Ogdensburg, NY to Adrian Donald Vinch, Sr and Theresa (Legault) Vinch. He grew up in Syracuse, NY with his sisters, Adrienne Gulgert, Valerie Reynolds, and Theresa Polifroni. He enlisted in the Navy in 1969, was classified as a fireman’s apprentice and marine mechanic, and served his country in the Vietnam War on the USS James C. Owens naval ship.
