    Panama City CRA tweaks $500,000 FDOT agreement for St. Andrews landscaping improvements

    PANAMA CITY — Local officials are working to aesthetically improve areas of the the St. Andrews Community Redevelopment Agency.

    In a CRA meeting on Tuesday, local officials approved an amended joint participation agreement with FDOT that will use a $500,000 grant to pay for landscaping improvements in St. Andrews along State Road 30, U.S. 98, Business 98 and Beck Avenue from 16th Street to 10th Street.

    According to information at the meeting, the original agreement, which was approved on May 28, included only State 30, U.S. 98 and Beck Avenue from 15th Street to 10th Street. The grant amount and scope of work was the same.

    "This was just a slight oversight, a miscommunication between us and FDOT," Grey Dodge, director of economic development for the CRA, said. "This area we're requesting to get added was intended to be part of the project area the entire time. ... This is not changing the dollar amount or the timelines."

    Dodge noted the approved amendment includes the entrance to the St. Andrews area.

    He also said the $500,000 landscape grant from FDOT could be used by the city to plant trees and flowers or improve irrigation systems along the highlighted roadways.

    "One of the reasons that we did want to make sure that entryway was included is because you have limited landscape abilities down Beck," Dodge said. "There's a lot of concrete. So, we really want to focus on the entryways."

    With the grant secured and the amended area outlined, the next step for the city is to begin working on actual landscape plans for the project.

    "As soon as this phase is done, that's when we'll start with landscape architecture and design and get the ball rolling," Dodge said. "The (request for proposals) for that went out today. ... What we've requested is an RFP that would do both — the plan and hopefully the install and all that — in one package."
