Paradise Valley Police Department Chief Freeman Carney and Sergeant Kelly Ingram were honored with awards from the Arizona Association of Chiefs of Police at the 2024 summit July 17.

Carney received the Accredited Chief Executive Award, according to a PVPD CrimeWatch news release. This accolade, one of the highest honors for law enforcement leaders, requires exceptional qualifications, including a master’s degree or a bachelor’s degree with additional executive-level training, extensive command experience and active AACOP membership. Additionally, recipients must be part of an accredited agency or pursuing accreditation through the Arizona Law Enforcement Accreditation Program.

“We are proud to note that our Paradise Valley Police Department holds ALEAP accreditation, reinforcing our commitment to excellence,” the news release stated.

Ingram was awarded the Accredited Command Executive Award. This honor is reserved for individuals who demonstrate outstanding academic achievements, holding at least a bachelor’s degree or an associate degree with additional executive-level training. They must also have significant command experience, serving as a lieutenant or equivalent for a minimum of two years, or as a sergeant with command responsibilities for a minimum of two years, as determined by the ALEAP Commission. Additionally, they must be current AACOP members, showcasing their dedication to advancing law enforcement standards, according to the release.

Carney first received the Accredited Command Executive Award in January 2023 while serving as a commander for PVPD. He ascended to the role of chief of police in December 2022 and is now the first chief in Arizona to receive both the Command Executive Award and the Chief Executive Award, a testament to his exemplary leadership and unwavering commitment to the community, the release stated.

Ingram’s recognition is also historic, as she is the first sergeant in the program’s history to receive the Command Executive Award. Her advanced training and education have set a new standard of excellence, traditionally awarded only to Command Level Supervisors at their respective departments.

These awards reflect the dedication, hard work and excellence of Carney and Ingram.
