    Saint Paul's Mayor announces budget proposal for 2022

    ST. PAUL, MN - After releasing his 2022 budget proposal on August 12, Mayor Melvin Carter announced six objectives that would govern investments over the next several years as the City utilizes American Rescue Plan Funds in his 2022 budget address.

    Including a 6.9 percent increase in the property tax levy, the 2022 budget proposal totals $713 million, or $10.58 each month for a median-priced home. The Mayor's 2022 Budget Proposal promotes a shared vision for rehabilitation and sustainability to begin a long-term rebuilding process as soon as possible, along with:

    1. Restoring critical services interrupted by the pandemic.

    2. Creating a new program to help low-income homeowners who are struggling with housing costs.

    3. Providing a sustainable funding source for Career Pathways Academy for Law Enforcement.

    4. Granting easier for the police department to replace vacant jobs as officers leave the force.

    5. Creating the Saint Paul Neighborhood Safety Office.

    And with the 2022 budget proposal, the City Council will begin studying it and consulting with department heads. The city council will determine a maximum property tax levy in September, as mandated by state law. Tax levy limits can be modified, but they cannot be exceeded.

    At a public hearing later this fall, City Council will establish a 2022 city budget and tax rate before the end of the year. Even though the City Council's enacted budget may reflect modifications made to the Mayor's proposed budget, the Mayor has veto rights over individual budget items.
