    Landmark legislation for Pa.’s manufacturing industry signed into law

    Legislation to enhance Pennsylvania’s manufacturing industry has been signed into law by Gov. Josh Shapiro.

    Sponsored by Sen. Devlin Robinson, R-Allegheny, Act 24 of 2024 establishes the Max Manufacturing Initiative Act to make available to eligible applicants grants and loans in advanced manufacturing. The field of advanced manufacturing uses technologies to develop and improve products across various industries. Act 24 enables state universities to work with engineering firms to enhance research, foster business partnerships, produce high-value products and create well-paying jobs.

    “The Max Manufacturing Initiative Act represents a significant investment in advanced manufacturing and our commonwealth,” Robinson said in a statement. “It’s the result of extensive collaboration, hard work and bipartisan support; I’m thrilled the governor signed it into law.”

    The U.S. manufacturing industry produces more than $5.8 trillion dollars annually. Pennsylvania’s manufacturing sector employs more than 564,700 residents and accounts for close to 10% of the state’s jobs.

    “This law not only bolsters cooperation between state universities and engineering firms, but will foster robust business partnerships, drive the production of high-value products and create well-paying jobs,” Robinson said. “The Max Manufacturing Initiative Act is a monumental step forward for our state’s economic growth and technological advancement.”

    Two funds the Max Manufacturing Initiative Fund and the Max Manufacturing Endeavor Loan Fund to provide grants and loans for specialized equipment, infrastructure, and facilities for advanced manufacturing will be established by the new legislation. Both funds will be monitored by the Department of Community and Economic Development.

    The bill had been approved earlier this month by the state’s House of Representatives.
