    Phillipsburg Town Council Preview: Background Checks and ALPR Technology on the Agenda

    PHILLIPSBURG, NJ - A preview of the Phillipsburg Town Council agenda for this evening, July 24, 2024 includes second readings and first readings of ordinances and a series of resolutions.

    A second reading for O2024-16, amending Chapter 7 entitled “Background Checks, Board, Commission or Committee Members” of the code of the Town of Phillipsburg regarding background checks.

    A first reading for ordinance amendment 2024-02 to establish the salary range for certain officers and employees of the town of Phillipsburg will be read. It will be amended by adding the position of Chief of Police with a salary of $157,656.15 for the year 2024, retroactive to January 1, 2024. A second reading and public hearing will be held on Wednesday, August 14, 2024, at 6:00 p.m. at which time all interested parties may speak for or against said ordinance.

    A resolution authorizing a memorandum of understanding between the Town of Phillipsburg and the New Jersey Department of Law and Public Safety with the New Jersey State Police. According to this resolution, Phillipsburg is the owner and operator of the traffic lights located at Union Square and Main Street and has an interest in providing safe transit and travel for all persons. The resolution will permit the installation of automated license plate recognition (“ALPR”) technology at this location to assist law enforcement. ALPR technology has been used statewide and has been successful in the apprehension of suspects, and was funded by the State to combat the rise in auto thefts.

    Resolution 2024-145 authorizes a professional services agreement with CGP&H for the Housing Rehabilitation Program Administration. According to the executive summary, CGP&H is a New Jersey Department of Community Affairs-approved Affordable Housing Administrative Agent and currently provides Administrative Agent and Housing Rehabilitation Services in more than 100 municipalities. CGP&H specializes in all aspects of affordable housing, planning, affordable housing compliance, and the procurement of grants and loans for clients.

    Additional resolutions such as approving 2024-25 liquor licenses within the town and authorizing professional services agreement with CP Engineers for Architectural and Engineering Services will also take place, as well as a special event permit for the return of the Phillipsburg Railroad Festival, an event in its third year.     The Phillipsburg Town Council will meet this evening, Wednesday, July 24, 2024, at 6:00 p.m. at the Phillipsburg Senior Center located at 310 Firth Street.
