PHILLIPSBURG, N.J.---In response to a resident's inquiry at Wednesday evening's council meeting, the Phillipsburg business administrator said Warren County has not fully "struck the town's new tax rate" which includes an 11 percent rate hike, and this is the reason why tax bills are going out late at the onset of next month.

Business administrator Matt Hall said the "town's tax rate has not been fully approved by Warren County and this is the reason for the hold up". He further explained Phillipsburg's tax bills are normally due on Aug. 1, however, this year due to their delay will most likely be due at the end of August.

To date the bills have not been generated and therefore, of course, have not been mailed to residents.

When asked if his office has been deluged with phone calls and other inquiries, Hall responded no but felt the tax office certainly may have.

In other business, the council unanimously passed on a second reading an amendment to the town code's "background checks--board, commissions, and committee members" to require all new hires to submit to full background checks,, including criminal history.

The amended ordinance will now be called " background checks " which will have to be paid for in whole or part by the applicant. It also includes the opportunity for disqualified persons to petition the business administrator for a further review and, in certain circumstances, provide evidence of the applicant's rehabilitation efforts, which existed previously. As noted in previous coverage, the new policy extends to all appointments and new hires, not just youth organizations under scrutiny. Background checks and drug testing have always been policies that were in the town handbook, but employees were enforced at the request of the Mayor or Business administrator. The new policy requires it for all employees, appointments, and volunteers.
