    Keller Auditorium reinvention in Portland land use review intakes | April 29, 2024

    A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

    Type 2 procedure (historic resource review) pending

    Address: 439 N.W. 22nd Ave.

    Applicant: Cynthia Casas of Equanimity Wellness

    Owners: Casas and Shari Goldsand

    The proposal calls for transforming a building that decades ago held a tavern/restaurant into one viable for an acupuncture business. The building currently is used as storage space for residents at 435 N.W. 22nd Ave. Proposed changes would not enlarge the structure. A rooftop deck (for residents) would be created, and a sign would be installed. No new impervious area is proposed to handle stormwater. This is a contributing resource in the Alphabet Historic District.

    Applicant: Francis Dardis of Ankrom Moisan Architects

    Owner: Macdonald Center

    A new elevator tower is proposed for the building’s courtyard side (not visible from streets) with floor plan infill. The work would include installation of rooftop mechanical equipment, replacement of the roof, and reconfiguration of the entry vestibule.

    Plans call for constructing a new four-story, 19-unit apartment building. Storm planters would be used to handle stormwater.

    Address: 16400 N.E. Airport Way

    Applicant: Azaria Bower of Portland General Electric

    Owner: city of Portland

    Three trees would be removed to accommodate overhead utility construction within an environmental zone. Also, an old utility pole would be replaced with one 10 feet taller. The trees are 14 inches, 15 inches and 16 inches in diameter at breast height.

    Address: 4441 N.E. 148th Ave.


    Applicant: Michael Easter of Feed Commodities

    Owner: Feed Commodities LLC of Tacoma, Washington

    Feed Commodities is using the existing building for operations. Existing approved disposal of stormwater would continue. The property is graded to take water away from the building into the drainage system.

    Applicant: Paula Diamond of Holy Trinity 31st Glisan Townhome Development

    Owner: Holy Trinity Greek Orthodox Cathedral of Oregon

    The proposal is for construction of a development with 12 townhome-style rental units. Plans for stormwater disposal call for infiltration, but if that is not feasible, then connection would be made to the city’s combined sewer system.

    Applicant: Jim Toporek of Studio 3 Architecture

    Owner: Vikash Narain

    This proposal is for construction of a new mixed-use structure with 31 apartments, at-grade parking, and approximately 2,257 square feet of ground-floor retail space. A bicycle parking structure is proposed as well. The building would be four stories of wood construction with appropriate separation between the residences and retail space. Stormwater would be managed on site. The development would span over two separate lots.

    Applicants: Andrew Smith and Jason Smith of Hennebery Eddy Architects

    Owner: city of Portland

    The proposal is for a full reinvention of the facility into a state-of-the-art, 21st-century performance venue and civic gathering space integrated with the Keller Fountain. The proposal includes a new exterior envelope, increases in front-of-house amenities by over 18,000 square feet and back-of-house by 23,000 square feet, and structural improvements throughout to meet seismic requirements of a new building. Site improvements would include a new pedestrian-focused street plaza along Third Avenue that connects to the Keller Fountain.

    Owner: CJI Investment LLC

    Plans call for construction of a 16,000-square-foot warehouse in an existing industrial facility.
