    Utility project in Forest Park in Portland land use review intakes | May 13, 2024

    A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

    Type 3 procedure (conditional use) pending

    Address: within the 97231 zip code

    Applicants: Meredith Armstrong and Randy Franks of PGE

    Owner: city of Portland

    Portland General Electric (PGE) is requesting approval to construct a new 1,400-foot-long segment of transmission corridor and shift a portion of existing transmission corridor slightly south to make necessary wire routing improvements. All work in Forest Park is proposed within existing PGE utility easements. For the work to take place, 4.78 acres of forest habitat in the park must be cleared; the land is surrounded by utility corridors on all sides. Work would also occur at PGE’s Harborton Substation at 12500 N.W. Marina Way. Only a negligible amount of new impervious surfaces would be required; clean runoff would enter surrounding forest soils.

    Applicant: Phillip Kitzes of J5 Infrastructure Partners of Maple Valley, Washington

    Owner: Good Samaritan Hospital Medical Center

    A new wireless facility would be added to the existing building’s rooftop. The equipment would include antennas, radios, GPS, batteries (emergency backup), a cabinet, and other ancillary items necessary for operation. All items would be placed in two areas and screened with fiber-reinforced plastic that would match the building facade’s color and texture.

    Applicant: Peter Grimm of Scott Edwards Architecture

    The scope includes demolition of three existing structures and construction of a 28-unit apartment building. The proposal calls for the inclusion of a courtyard, a community room, and a tuck-under parking lot.

    Dish Wireless LLC proposes installation of three new antennas and six new radios on the rooftop with fiber-reinforced plastic screening painted to match the structure. One new five-foot-by-seven-foot platform with two cabinets and associated utility equipment will be behind existing building equipment screening.

    Plans call for converting an existing bank building into a McDonald’s restaurant. The driveway would be reconfigured to accommodate dual lane order points and a new trash corral. Parking would change as necessary. Stormwater would be handled on-site in a retention basin.
