    Office building conversion in Portland land use review intakes | May 28, 2024

    A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

    Type 1 procedure (historic resource review) pending

    Address: Arlene Schnitzer Concert Hall, at 1037 S.W. Broadway

    Applicant: Kelly Gillard of Architectural Resources Group

    Owner: city of Portland

    Plans call for replacing the generator with a new one on the main roof. The generator sits far from the parapets, which are 7 feet tall. Two new 4-inch conduit runs would be installed at the eastern alley (not street-facing) and be painted to match the adjacent wall. All other required work would be in the basement electrical room (including new equipment and a new door).

    Applicant: Chip Bloomer of PGE

    Owner: Linnton Water Credits LLC of Oakland, California

    Plans call for rebuilding Portland General Electric transmission line along U.S. Route 30 between the Harborton substation and the Wacker (Siltronic) substation.




    Type 1x procedure (historic resource review) pending

    Address: 208 N.W. Fifth Ave.

    Applicants: Clayton Taylor and Jonathan Rieke of West of West

    Owner: PFP 6 Mason Ehrman LLC of San Francisco

    Plans call for converting an office building at 222 N.W. Fifth Ave. into one with multifamily units throughout as well as office and retail space on the ground floor and below grade. Most of the work would take place on the interior, including cutting a new courtyard through the center of the existing building to provide natural light. The historic facades along Fifth Avenue and Everett Street would be maintained to the greatest extent possible, with small interventions occurring at the ground floor to accommodate the new residential use. This is a contributing resource in the new Chinatown/Japantown Historic District.

    Address: 2525 N.W. Lovejoy St.

    Applicant: Jericho Bankston of VLMK Engineering + Design

    Owner: Lovejoy Medical LLC

    Plans call for upgrading and relocating electrical service. A new electrical room would be added in the northeast corner of the parking garage. Two new utility poles would be installed in the furnishing zone along Northwest Marshall Street. New infrastructure would be located along the northeast wall. Additionally, a new parapet extension would be constructed along the length of the northwest facade at the plaza level. The design of the parapet extension is subject to design review overlay requirements.

    Address: 4520 N. Colonial Ave.

    Applicant: Carrie Strickland of Works Progress Architecture

    Owner: 4520 N Colonial LLC and 1560 N Going LLC, both of Henderson, Nevada

    In this revised multifamily development, two lots would be consolidated into a single site. New construction would include a four-story, walk-up (no elevator), 90-unit apartment building with a mix of studios, one-bedroom units and two-bedroom units. The proposal calls for meeting the deeper housing affordability requirements. Stormwater would be managed on-site via drywells.
