    Sizable sewer pipe replacement in Portland land use review intakes | June 24, 2024

    A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

    Type 3 procedure (environmental review) pending

    Address: 4420 S. Slavin Road

    Applicants: Kelsey Hinsperger and Sarah Lingley of WSP

    Owner: Peter Powers and Corbett Hill View Condo Association

    Plans call for replacing a large section of the Carolina Trunk’s large-diameter concrete sewer pipe in Southwest Portland (running from Barbur Boulevard, underneath Interstate 5, to South Macadam Avenue). The trunk was constructed in the 1930s and is showing signs of deterioration. The goal is to improve the sewer system’s reliability and allow for future stormwater and sanitary sewer separation. The new trunk sewer pipe will be installed using a variety of trenched and trenchless methods. Full restoration of pavement and landscape will take place in all disturbed areas. Surface stormwater that temporarily ponds in the project construction areas will be collected and routed to the existing trunk sewer pipe. Groundwater that seeps into the pits will be collected and removed from the site.

    Plans call for changing out a 15-ton Trane package unit.




    Type 1x procedure (design review) pending

    Address: 3745 S.E. Division St.

    Applicant: Jonah Gamblin of Design Research Office

    Owner: Division 37 LLC

    The proposal is for a three-story, 20-unit multifamily project with a live/?work unit on the ground floor. The project would include 11,454 gross square feet of interior space. Twenty long-term bicycle parking spaces would be provided in a common bike room on the ground floor and two short-term bike parking spaces would be provided adjacent to the entry to the live/?work unit. Stormwater would be detained and filtered in flow-through planters at grade and then discharged to the storm sewer.





    Early assistance application

    Applicant: Jessica Bruce of AHBL of Tacoma, Washington

    Owner: Port of Portland

    The proposal calls for construction of two industrial tilt-up concrete warehouse buildings on separate lots that are divided by an existing paved access easement. The work would include site development, parking, landscaping and utilities.

    The proposal calls for construction of a new two-story building with a basement and associated site work for a museum and cultural center. There would be 5,400 gross square feet including the basement. The driveway would have a new curb cut with one off-street parking space and a loading area.
