    49-unit multifamily development in Portland land use review intakes | July 15, 2024

    A weekly list of highlights from commercial land use review activity in Portland by Permitting & Development in the prior week.

    Design advice request application

    Address: 30 S.W. Naito Parkway

    Applicant: Megan Neill of Multnomah County’s Transportation Division (bridges)

    Owner: city of Portland

    The Burnside Bridge would be replaced with a movable bridge close to the same height and length in approximately the same location.




    Early assistance pending

    Address: 3800 N.E. Martin Luther King Jr. Blvd.

    Applicant: Michael Perso of William / Kaven Architecture

    Owner: MLK Failing 1 LLC

    The project team would like to discuss combining four separate buildings into one or two buildings for affordable housing and converting ground-floor retail spaces to affordable housing support spaces including administrative offices, community rooms for residents, and shared laundry space. Currently, each lot is owned by a separate entity, has a separate approved design review, and has a separate building permit ready to issue. The lots would be brought under common ownership.

    Address: 2805 S.W. Sam Jackson Park Road

    Applicant: Kurt Robinson of BES

    Owner: Oregon Health & Science University

    The Portland Bureau of Environmental Services (BES) will replace combined sewer facilities along Southwest Terwilliger Boulevard and Sam Jackson Park Road. The sewer work will disturb both paved and vegetated surfaces on multiple parcels. (Note: a separate land use review has been filed for work on e-zones.) Disturbed areas, including portions of an existing OHSU parking lot and Duniway Park, will be restored.

    Applicant: Carrie Strickland of Works Progress Architecture

    Owner: Prescott-Mississippi LLC of Henderson, Nevada

    The proposal is for a revised multifamily development from a current permit under review. Proposed adjustments call for construction of a five-story, 49-unit apartment building with a mix of studios, one-bedroom units and two-bedroom units. Affordable housing requirements (per Oregon Senate Bill 8, section 2) would be met to allow for an increase in base zone density and building height. Stormwater would be managed on-site via drywells. This is a non-contributing resource in the Mississippi Conservation District.
