    Oregon Issues Nation’s First-Ever License for Psilocybin Edible Manufacturing

    Oregon officials have issued the first-ever license for a psilocybin edibles manufacturer, according to an announcement by Southeast Portland-based company, Spiritus Oregon.

    Spiritus Oregon, known for its Horizon Edibles brand, revealed that earlier this month it received the “first Psilocybin Edibles license” in the United States, marking a milestone in the legal psilocybin industry.

    According to a press release, Spiritus Oregon’s Horizon Edibles brand offers “dark chocolates infused with dried, homogenized mushrooms,” which boast a “chocolate-forward flavor with nutty and earthy notes”.
    “Our products, like our mushroom chocolates, are meant to be eaten,” said Michael Briggs, President of Horizon Edibles. “We wanted them to be as safe or safer than consuming a dried mushroom. Customers expect products to be as safe as anything they would buy in a grocery store and we’re here to provide that.”

    Horizon Edibles’ manufacturing process also allows for precise measurements of psychoactive compounds. The company’s mushroom chocolates are available in a variety of options for both micro- and macro-dosing, allowing people to control exactly how much psilocybin they consume. Horizon Edibles is setting the standard for measurement, with precision dosing and consistent testing.

    Horizon Edibles only allows for a deviation of 0.5mg for macro-doses and a 0.2mg deviation for micro-doses, many times more precise than the state legally allows. Oregon allows 20% deviation in the amount of psilocybin in each batch, but a variation of that size could mean a wildly different experience.

    “People should trust that they’ll have a consistent experience—something that lines up with their expectations. These treatments can be expensive and we want to ensure customers are getting exactly what they’re paying for,” says Briggs “A major problem with psilocybin treatment can be how variable it is. We have solved that problem.”

    Before Horizon Edibles’ products became available, “consumers were limited to using dried mushrooms”, states the press release. “Mushrooms with psychoactive properties are often hard on the stomach, with a fiber made of chitin (pronounced ky-tin), the same material that makes up crab shells. Horizon Edibles’ process extracts actives of all types (the industry term for psychoactive chemicals) and fully removes the chitin, resulting in easier digestion.”

    Oregon is the first state to enact a regulatory framework for the legal use of psilocybin. After voters approved Measure 109 in 2020, the Oregon Psilocybin Services Act required the state to issue licenses to manufacturers that cultivate and process psilocybin products.

    In May 2023, the Oregon Health Authority (OHA) issued a license to the state’s and nation’s first-ever psilocybin service center as part of the regulatory framework created by the voter-approved Oregon Psilocybin Services Act. Earlier, in March, the Oregon Health Authority granted its first manufacturer license to Satori Farms PDX LLC.

    Under the statewide model, individuals aged 21 or older can access psilocybin services without needing prescriptions or referrals from healthcare providers. However, clients must first complete a preparation session with a licensed facilitator. If they meet the criteria to proceed, they may participate in an administration session at a licensed service center, where they can consume psilocybin products under the supervision of a trained and licensed facilitator. Following this, clients have the option to attend integration sessions, which provide connections to community resources and peer support networks for additional support.
