2 Inmates Accused of Attack on Another Inmate

Elijah Tomichael Ligon, 23, of Powder Springs, and Quentez Oneal, 19, of Atlanta, are accused of working together to put the victim in a headlock and striking him in the face and body multiple times on July 11 at 9:51 a.m. at the Cobb County Adult Detention Center, according to arrest warrants from the Cobb County Sheriff’s Office.

The victim had visible red marks on the left side of his neck from the chokehold. The victim also had visible swelling on the left side of his face and visible discoloration to his ribs. He was transported to the hospital for treatment of a fractured rib, according to the warrants.

Ligon and Oneal are both charged with aggravated assault strangulation; aggravated battery disfigure; and unlawful acts of violence in a penal institution. Both remain in custody without bond.
