Red Bank Council Approves Marine Park Improvement Contract

RED BANK, NJ : Mayor Billy Portman opened the meeting last night that lasted less than a half hour with all members in attendance except for Kristina Bonatakis, who was excused.
Engineering firm CME Associates was awarded a contract in the amount of $530,000 to oversee and provide professional services for the Marine Park Improvement project.
The contract funding will be paid by a previously approved bond authorization (see below).
In the June 27 council meeting, the council passed a resolution for the borough to apply for a grant to make improvements to Marine Park through the Monmouth County Open Space Program.

Marine Park Improvement Bond Approval
At the June 13 council meeting, a bond was approved for Marine Park improvements in the amount of $4,037,500. The total sum appropriated was $4,250,000 which was offset by a required down payment to the State in the amount of $212,500. Improvements will be for engineering and design work, surveying, construction planning, environmental and other associated costs.
Approved Grace Period for Payment of Taxes
The council voted to extend the grace period for 3rd quarter 2024 taxes to August 26. This decision follows the mailing of tax bills on or around July 31, 2024, in accordance with a NJ Statute, which mandates a minimum 25-day grace period before interest is applied.
Complete and Green Streets Policy
The council passed an amendment to the borough’s current “Streets and Sidewalks” ordinance to include a “Complete and Green Streets Policy.” The purpose of this policy is to establish an integrated transportation network that ensures safe and convenient travel and access along and across streets for all users.
Included in the amendment was to create a Complete and Green Streets Advisory Committee consisting of the following members: Two Governing Body members, to be appointed by the Governing Body, one member of the Environmental Commission or Green Team, to be appointed by the Governing Body, one member of the Police Department Traffic Safety Bureau, to be appointed by the Chief of Police, Director of Public Utilities, Borough Manager or their designee, Director of Community Development and the Director of Parks and Recreation.
On-Call Tree Removal Services
Engineering company CME Associates was awarded a contract at the rate of $153.00 per hour on a time and material basis to handle the service. Shari Spero, a licensed tree expert with CME, will serve as the on-call tree removal inspector.
Membership with Monmouth-Ocean Educational Services Commission
The council approved entering into an agreement to join the Monmouth-Ocean Educational Services Commission ( MOESC ).
The MOESC goal is to offer support services, programming, and staffing to public and non-public schools to better serve their students and communities. MOESC assists these schools in numerous areas, including cooperative purchase programs, cooperative transportation, grant compliance and management, staff development, alternative school placement, child study team services, NJ Virtual School, paraprofessional staff for public schools, McKinney-Vento Homeless Services, home instruction, nursing services, and more.
