    Rockford chooses to lay over Garrett Lane proposal once again

    ROCKFORD, Ill. (WTVO) — Two weeks after being laid over from last meeting, Rockford City Council decided once again to not vote on the proposed plan for the complex on Garrett Lane and to instead lay it over.

    The proposal is a planned unit development consisting of 240 apartment units, clubhouse and a three-story assisted living/memory care facility.

    Last meeting, First Ward Alderman Tim Durkee said the original plan for the empty lot, three years ago, had an agreement to keep the area at a C-1 zoning level. This means that the area was to be kept at a low number of residents.

    Durkee said that the new plan was reintroduced, redeveloped, and suggested about 240 apartments and a three-story senior assisted living facility, which would’ve nearly doubled the population for that area. Durkee said that the inconsistency of the plans is what’s holding the council back from making this decision.

    This time around, Second Ward Alderman Jonathan Logemann said the council needs even more time to see the plan out and hear from the developer.

    “I think we have a housing issue in this town, in this city, and in this country,” Logemann said. “Getting more units to Rockfordians, I think that’s important. I’ve been impressed with the way the developer has gone about this Garrett Lane Project.”

    It is unsure when the proposal will be decided on at this time.
