ST. LOUIS COUNTY, Mo. – A St. Charles County woman remains at large after being charged with stealing more than $91,000 from family members in 2021.

According to the St. Ann Police Department’s probable cause statement, the thefts took place between May 6, 2021, and Nov. 9, 2021.

Police have been trying to locate Phyllis J. Tapp (age not provided) since November 2022.

Investigators said Tapp’s relatives learned she’d forged a family member’s signature on checks totaling more than $38,000 and writing them to herself or others. Police learned Tapp had also acquired a debit card in another family member’s name and withdrawn more than $53,000 from other accounts.

According to police, Tapp forged 26 personal checks belonging to a relative at the Regions Bank branch in the 10900 block of St. Charles Rock Road.

In May 2024, the St. Louis County Prosecuting Attorney’s Office charged Tapp with two counts of stealing – $25,000 or more and one count of forgery. Upon arrest, Tapp will be held on a $100,000 bond.
