    Preview: commissioners to consider permit for residential boat storage facility

    SALISBURY — The Rowan County Board of Commissioners will hold a quasi-judicial hearing during its upcoming meeting on Monday for an approximately 1,000 sq. ft. residential storage facility off of Mainsail Road in the Anchor Downs neighborhood.

    The facility, which would be used to house the property owner’s boats, requires a special-use permit because it exceeds the maximum administrative allowance of three percent of the lot size at five percent. According to the requirements of the permit, the building is required to be of compatible construction with the surrounding area and be less than 3,000 sq. ft. and the property cannot be used to have outdoor storage. The property owner’s application notes that the building will be tucked back into wooded lots to be hidden from the road.

    Special-use permits almost always fall under quasi-judicial hearings, which mean that the board of commissioners effectively acts as a judge in a courtroom. Anyone who wishes to speak for or against the permit must provide evidence-based testimony.

    The meeting is scheduled for 6 p.m. on Monday and will be held at the Rowan County Administration building located at 130 W. Innes St. in Salisbury. The other agenda items that will be discussed include:

    • The commissioners will hold a public hearing for a permit to exceed the county noise ordinance from the Rowan County Chamber of Commerce for the Dragon Boat Festival on July 27.
    • The commissioners will hold a public hearing for a permit to exceed the county noise ordinance from the High Rock Lake Association for a concert series to be held at three different locations on High Rock Lake. The concerts will be July 28 at 870 Deer Lake Run, August 18 near Goat Island and September 8 at the Water’s Edge Restaurant.
    • The commissioners will consider a request for a waiver to allow a family subdivision to be conveyed to a non-immediate family member, a niece of the owner.
    • The commissioners will hear about citizens who applied for membership of local advisory boards and potentially approve their appointments.
