A man wanted for a 2022 fatal shooting in San Jose is in jail after being arrested at the Texas border in May when he returned to the U.S. after allegedly fleeing to El Salvador, police said Friday.

Carlos Hernandez Monroy, 30, returned to the city of McAllen, Texas, where U.S. Customs and Border Protection agents arrested him May 27.

Monroy was transported back to San Jose on Monday and booked into the Santa Clara County Main Jail on suspicion of murder.

At 2:28 p.m. on Nov. 18, 2022, San Jose police responded to the 600 block of River Oaks Parkway for a report of a shooting.

Arriving officers found 54-year-old Armando Baltazar Gonzalez from San Jose suffering from at least one gunshot wound. He was taken to a hospital, where he died.

Investigators identified Monroy as a suspect and obtained an arrest warrant, but discovered he fled to El Salvador.

The motive and circumstances surrounding the shooting are still under investigation.

Anyone with information can contact Detective Sgt. Barragan at 4106@sanjoseca.gov or Detective Van Brande at 4542@sanjoseca.gov or at (408) 277-5283.
