A new bill introduced in the Ohio House of Representatives aims to significantly improve water safety education in schools across the state. House Bill 659, sponsored by Representatives Adam Mathews (R-Lebanon), Brian Lorenz (R-Powell), and Josh Williams (R-Oregon), proposes key amendments to the Revised Code, specifically targeting sections 3314.03 and 3326.11, and seeks to enact section 3313.473. The bill mandates that certain public and chartered nonpublic schools provide crucial information about water safety to students and their families.

Set to take effect in the 2025-2026 school year, the legislation requires school districts and chartered nonpublic schools to inform parents and guardians about the importance of water safety education and swimming lessons during the enrollment process. The primary goal is to enhance safety in, on, and around bodies of water, thereby reducing the risks of injury or drowning among students.

The bill outlines that the information provided to parents must be age-appropriate and should highlight the life-saving benefits of water safety courses and swimming lessons. Schools will have the option to distribute this information electronically or in hard copy. Additionally, where applicable, schools are encouraged to include details about local water safety courses and swimming lessons, including programs that offer free or reduced-price options. The bill also emphasizes the value of certification opportunities upon the successful completion of such courses.

For students aged 18 and older, the legislation requires that the information be provided directly to them. Similarly, students under 21 enrolling in adult education programs will receive the information as part of their enrollment process.

This bill represents a proactive approach by Ohio lawmakers to address water safety and education, aiming to equip students and their families with the knowledge needed to prevent water-related accidents and tragedies. The legislative process will continue as the bill moves through the Ohio House for further consideration.
