    Gov. Healey Signs Bill Expanding Access to Midwifery, Doula Services, and Birth Centers in Massachus

    Governor Maura Healey has signed a new maternal health bill that aims to improve access to midwifery care, doula services, and birth centers across Massachusetts. The legislation, seen as a critical step toward addressing disparities in maternal health outcomes, particularly for women of color, introduces a formal licensing process for certified professional midwives and mandates MassHealth to cover services provided by midwives and doulas.

    “This bill is a monumental step forward in expanding maternal and infant care,” said State Senator Liz Miranda (D-Boston). She noted that the law addresses key issues like perinatal and postpartum care, which will help reduce the maternal mortality and morbidity crisis, especially among Black mothers, who are disproportionately affected by complications during childbirth.

    Under the new law, MassHealth will cover doula services for up to 12 months postpartum, and the state will implement universal postpartum home visits for new mothers. Additionally, the law facilitates the establishment of more freestanding birth centers and enhances mental health support for new parents, including screenings for postpartum depression.

    “This legislation returns control and options to birthing families,” said Senator Cindy Friedman (D-Arlington), who highlighted that the bill creates more childbirth options, ensuring that pregnant individuals have access to comprehensive care.

    House Speaker Ronald Mariano (D-Quincy) added, “These reforms are essential in closing racial inequities and improving birth outcomes statewide.”

    The new legislation is widely seen as a response to ongoing maternal health challenges, and it is expected to significantly impact the way maternal care is delivered in Massachusetts. By expanding birthing options and improving access to critical care, the law aims to ensure safer and healthier outcomes for all mothers and babies in the Commonwealth.
