    Sioux Falls hopes to buy the Sanford Tea-Ellis Wellness Center. What the fee structure would be:

    Sioux Falls officials released the proposed fee structure for the westside recreation center that the city hopes to buy as part of a $77 million aquatics bond that councilors will vote on later this year.

    Making fees accessible has been a consistent topic raised by councilors since the city announced the plan to buy the Sanford Tea-Ellis Wellness Center earlier this year, and Assistant Director of Parks and Recreation Brett Kollars thanked Councilors Rich Merkouris and Jennifer Sigette in particular for their work on the matter.

    Under the proposed plan, there would be daily, monthly and annual passes available for children, adults, couples and families, with reduced rates for seniors, low-income residents who meet certain criteria or veterans.

    The proposal would not include any contracts, activation or cancellation fees, and would not increase costs for non-residents. Councilors will vote on the fee structure first on Aug. 7 and at a final vote on Aug. 13.

    Purchasing the center from Sanford would cost the city $9 million. That's a small portion of the $77 million aquatics bond that would also include $47 million in renovations that would add a indoor recreation and aquatics center at Frank Olson Park and $18 million in renovations at Kuehn Park, which would see softball fields and a sledding hill in addition to a new pool.

    A vote on the bond was originally scheduled for May 7, but it was postponed shortly before that date and will now align with the city's budgeting process, which takes place in September.
