(The Center Square) - Iowa ranks 29th for its combined state and local sales tax rate, better than all of its neighboring states except Wisconsin and South Dakota, according to a report from the Tax Foundation. A study from a bicyclist and trail advocacy organization, People for Bikes, ranks Carroll as one of the top 50 places in the world for people to ride. The group measures a city based on existing bike and street infrastructure, residential speed limits, traffic patterns, and various other factors. Using these metrics, People for Bikes places Carroll as the top city in Iowa for bikers, the 17th best in the United States, and the 44th best in the world. Mackinac Island in Michigan ranked as the best place in the country and the world for bikers to visit, followed by Provincetown, Mass., Harbor Springs, Mich., Springdale, Utah, and Washburn, Wisc.
