ABunch of hogwash. friant-kern canal is so many miles from south tulare. Its all money that the administration wants to spend whatever way they want. The money should stay in the area where complaining is being done instead of Sacramento or anywhere else. if it is still sinking- make that area of rubber instead of concrete. concrete is heavy n does not flex like rubber.
