    folks in the central valley seem to forget that this is a desert....9-10 inches of rain a YEAR... without the snowmelt farming would be impossible...in fact , before FDR and all the great works during the depression , the valley was almost entirely cattle ranching....that's right, travel on the 5 and look west ..the whole valley is like that... an old boss of mine came to Visalia in the early 60s , the water table was 12 ft....12 ft !! ag wells today go down 1400 ft ...it's going to hurt...a lot ! but farming practices HAVE to change...

    The DWR should be focused on how to increase the amount of groundwater . DWR has to realize the best source of water is the rainwater . And capturing it is the solution for all dwindling aquifer levels . The best solution is to subsoil plow all empty land whether farmer owned or county owned to a depth of 29 inches during your rainy season , which is between November to about April . When land is plowed this way , it will capture the rainwater whether it is 4 inches or 11 inches . The benefit of this technique is that when rainwater is captured at a depth of 29 inches , it will not be evaporated by sun and wind and can only be absorbed by the ground . Eventually groundwater levels and aquifer water levels will rise . The best place to experiment with this is to subsoil plow around your well in the hopes of eventually raising well levels .
