A parole hearing is to be held soon for the man whose vehicle struck and killed 16-year-old Harper Stantz near Binghamton's Recreation Park. Kevin Wilcox of Harpursville admitted he had been speeding in a Jeep down Beethoven Street while impaired by heroin when the vehicle hit Stantz and 19-year-old Britney Laserinko.
