    How Penn State Student Move-In Will Affect Traffic, Parking in Downtown State College and on Campus

    Penn State's fall semester classes begin on Aug. 26, and that means students are starting to move in to residences in downtown State College and on campus.

    The return of thousands of students over a little more than a week will, as usual, result in some traffic and parking changes. Move-in at downtown apartment complexes is getting underway this weekend, and early arrival for campus housing begins Monday, Aug. 19.

    "Please note that downtown may experience congested traffic at times as many students are welcomed back to the community," according to a borough advisory. "Motorists and pedestrians are advised to use caution and are encouraged to allow for extra travel time."

    Here's a look at what to expect.

    DOWNTOWN STATE COLLEGE

    The following travel restrictions will be in place for move-in at downtown apartment buildings.

    Aug. 17-18, 7 a.m. to 8 p.m.
    East Calder Way between Sowers Street and Hetzel Street will be one-way northbound and Hetzel Street between East Calder Way and East Beaver Avenue will be one-way westbound for The Legacy move-in.

    Aug. 17-19, 7 a.m. to 7 p.m.
    East Calder Way between South Garner Street and Hiester Street will be closed and a temporary one-way pattern will be in place southbound on Hiester Street from East Calder Way to East Beaver Avenue for The Maxxen move-in.

    Aug. 21-24, 6 a.m. to 6 p.m.
    The left lane of West College Avenue between South Burrowes Street and North Atherton Street will be closed for The Standard move-in.

    Aug. 22-24, 7 a.m. to 6 p.m.
    High Street between East Beaver Avenue and East College Avenue will be restricted to one lane requiring traffic to turn right onto East College Avenue for Meridian move-in

    Aug. 23 to Aug. 24 , 6 a.m. to 7 p.m.
    H Alley will be one-way southbound from West Calder Way to West Beaver Avenue for The Graduate move-in.

    Parking Restrictions Lifted

    Throughout the borough, the “No Parking 2 a.m. to 6 a.m.” restriction will be lifted from 2 a.m. on Monday, Aug. 19 until 2 a.m. on Monday, Aug. 26. The one- and two-hour restrictions in residential neighborhoods will be lifted from 6 a.m. on Monday, Aug. 19 until 6 a.m. on Sunday, Aug. 25.

    Road Work

    • No work will be performed on PennDOT's Atherton Street project from Friday, Aug. 23, through Sunday, Aug. 25, to mitigate the impact on student arrival. From Monday, Aug. 19, through Thursday, Aug. 22, however, crews will continue to work within the long-term traffic control pattern between College Avenue and Curtain Road, with traffic reduced to one lane during daylight hours. During non-working hours, the contractor will keep two lanes open between Park and Railroad avenues. The right lane between Railroad and College avenues will remain closed.

    • As work continues on State College's Calder Way project, the 100 block of South Allen Street remains closed to through traffic. Local traffic can access South Allen Street from Beaver Avenue.

    "Abatement work at the Allen Street-Calder Way intersection is ongoing, and the contractor is making every effort to open this intersection as soon as possible," according to a borough news release.

    Calder Way is closed to vehicle traffic between South Pugh and South Allen streets, pedestrian traffic from South Pugh Street to Humes Alley and vehicle and pedestrian traffic from South Allen Street to Fraser Street.

    UNIVERSITY PARK CAMPUS

    Early arrival for University Park residence halls takes place Monday, Aug. 19, through Wednesday, Aug. 21. Official arrival days are Thursday, Aug. 22, through Saturday, Aug. 24.

    The following parking lot closures and traffic adjustments will be in place.

    Student Lots

    • The core student resident parking lots  — Lot 22 (Eastview Terrace), Lot 42 (Nittany Apartments), Lot 81 (South/Pollock Halls) and Lot 82 (East Halls) — will be reserved for 30-minute unloading beginning Sunday night, Aug. 18. All vehicles must be removed by midnight. Student permit holders for those areas must move their vehicles to Jordan East or Stadium West, and may return to their assigned lot beginning at 6 p.m. and no later than midnight on Sunday, Aug. 25.

    Faculty Staff Lots

    From Monday, Aug. 19, through Sunday, Aug. 25:

    • Faculty/staff permit holders for Brown E, Green C and Green N must park at the Nittany Deck, Jordan East or Stadium West.

    • Permit holders for Yellow H at the Softball Park, IM Building and section near Hastings and Snyder Hall must park at other Yellow H lots, Jordan East or Stadium West.

    • Yellow J and Yellow T permit holders must park at Jordan East or Stadium West.

    East Deck

    • Level 1 and other areas of the East Deck will be reserved for student arrival unloading only from Monday, Aug. 19, through Sunday, Aug. 25.

    • With heavy traffic expected near East Deck, there may be times when the section of Bigler Road located between Curtin Road and Park Avenue is restricted.

    • Hourly parking at the East Deck will be limited.

    • Yellow D permit holders for the East Deck and the Tener Hall lot, which also will be closed Aug. 19-25, should park at park at Jordan East or Stadium West.

    HUB Deck

    • Sections of the HUB Deck parking below the plaza level entrance will be reserved for student arrival unloading only from Monday, Aug. 19, through Sunday, Aug. 25.

    • If the deck reaches capacity, Yellow C permit holders can park at Jordan East and Stadium West.

    • Hourly visitor parking will not be available. Only YC, ADA, and arrival unloading permits will be allowed access to the HUB Deck.

    Burrowes Road

    • Burrowes Road will be open to the southbound traffic only between Curtin and Pollock roads from Wednesday, Aug. 21, through Saturday, Aug. 24, from 8 a.m. to 6 p.m. each day.

    • Northbound CATA and Campus Shuttle stops located along Burrowes Road between West College Avenue and Curtin Road will not be serviced from Wednesday, Aug. 21, through Saturday, Aug. 24. This includes northbound stops at Reber, Deike and Hosler buildings, Waring Commons and Rec Hall.
