    Ohio man allegedly held woman captive for 3 days; beat and strangled her

    JEFFERSON COUNTY, Ohio — A previously convicted felon from Steubenville, Ohio is once again facing serious felony charges after being indicted by a Jefferson County Grand jury on kidnapping and strangulation charges.

    According to news partner Herald-Star, Eugene Quentin Mackenzie Brown, 32, is charged with felony kidnapping, three counts of felony strangulation, and a misdemeanor charge of domestic violence.

    Herald-Star reports the indictment shows that between May 30 and June 1, Brown “knowingly caused or created “a substantial risk of physical harm” to the woman, and that he restrained her “by force, threat or deception under circumstances that created a substantial risk of serious physical harm” to the woman.”

    According to officials, Brown was released from prison on April 11 and lived with the woman he is accused of holding captive and beating and strangling for three days.

    It is reported that the conditions of Brown’s parole for his previous offense in July 2020 forbade him from having contact with the victim.
