Federal prosecutors accused Michael Brier, 61, of ripping off patients by cutting short addiction recovery appointments, and of ripping off the federal government by over-billing millions of dollars for appointments that were cut short or never happened.

ROCHESTER — Services for Brig. Gen. John Pogorek were set to be held as the investigation into the accident that took his life is ongoing.
