    Surveillance video likely shows Syracuse woman’s last moments alive

    Surveillance video obtained by a Syracuse television station is believed to show the last time Joselyn Toaquiza was seen alive. She was seen with 21-year-old Jhon Moises Chacaguasay-Ilbis at an Airbnb in Syracuse for her 21st birthday. Hours later, censored video shows the Spring Valley man carrying her out of the home. It's blurred because it is not known if she was alive at the time. Chacaguasay-Ilbis, of Spring Valley, has now been charged with her murder. In the criminal complaint, it says he allegedly strangled the woman before hiding her body in a wooded area. Syracuse Police provided News 12 with its investigation timeline:
    “June 19, 2024, around 12:10 a.m.: Syracuse Police Officers responded to 916 Hawley Ave. regarding a missing person complaint. A missing person investigation regarding Joselyn Toaquiza, DOB 6/18/2003, was initiated by the Syracuse Police Department. As the investigation progressed, the Syracuse Police Department’s Criminal Investigations Division became involved. June 22, 2024 - An investigation was commenced by CID Homicide Unit detectives where numerous people were interviewed, an extensive neighborhood and a citywide canvass was conducted. In addition, several search warrants were executed, and evidence was recovered. A female human body was located in the 1100 block of Hawley Ave., in Lincoln Park, around 11:42 a.m. on Saturday, June 22nd. The Onondaga County Medical Examiner’s Office determined the manner of death to be homicide and the female was subsequently determined to be Joselyn Toaquiza.
    As a result of the above efforts, a suspect was identified as Jhon Moises Chacaguasay-Ilbis, DOB 3/20/2003. June 25, 2024: In the evening hours, Chacaguasay-Ilbis turned himself in to the Spring Valley Police Department. On the morning of Wednesday, June 26th, Members of the Syracuse Police Department Warrant Squad and Homicide Unit responded to the Spring Valley Police Department, took custody of Chacaguasay-Ilbis and transported him to Syracuse. He was lodged at the Onondaga County Justice Center, where he is being held pending his arraignment.” Reports indicate the victim and suspect knew each other for many years. Another document News 12 found says Chacaguasay-Ilbis is an Ecuadorian citizen but lives in Spring Valley. No one answered the door when News 12 visited his listed apartment on Lafayette Street. News 12's report comes a day before he is due back in Syracuse city court on Tuesday as he faces charges of second-degree murder and concealment of a human corpse. News 12 is waiting to find out more from agencies within the Department of Homeland Security, including U.S. Immigration and Customs Enforcement. "
