    Spring Valley man charged with second-degree murder in Syracuse woman's death

    A Spring Valley man has been charged with second-degree murder in a Syracuse woman’s death, Syracuse police said.

    The police identified the accused as Jhon Moises Chacaguasay-Ilbis, 21, who was also charged with concealment of a human corpse.

    On June 19, at about 12:10 a.m., Syracuse police responded to Hawley Avenue about a missing-person complaint.

    Detectives conducted interviews and there was canvassing of the neighborhood and city, police said, with search warrants used and evidence recovered. The police said a female body was found June 22 at about 11:42 a.m. The Onondaga County Medical Examiner’s Office determined manner of death to be homicide, according to the police, and the woman was subsequently determined to be JoselynToaquiza, 21.

    The evening of June 25, Chacaguasay-Ilbis turned himself in to the Spring Valley police, Syracuse police said. The next day, Syracuse officers took Chacaguasay-Ilbis into custody.

    He was being held at the Onondaga County Justice Center pending his arraignment, the police said.
