Virginia Couple Arrested For Chaining Two Children By Their Ankles
In Virginia, a couple was arrested on charges of child neglect. Per WJLA, Wendi Del Cid Rodriguez and Franklin Viera Guevara allegedly tied two children together to the furniture within their home.
