    TAMPA — Tatiana Morales rides her bicycle through this car-centric city almost daily. She commutes along the Green Spine, Tampa’s network of dedicated bike lanes linking downtown with surrounding neighborhoods that has been more than a decade in the making.

    The route is far from hazard free.

    She must dodge delivery vans idling in the bike lane and slam her brakes to avoid illegally parked cars.
