The BEOF provides a wide range of services to assist low-income, handicapped, and elderly residents of Bayonne and Hudson County.

Mayor Jimmy Davis said the resignation took him by surprise, and that Howard would be a difficult person to replace.

“She is indispensable,” Davis told TAPinto Bayonne.

During her tenure Howard restructured and transformed the city’s community action program, which provides services such as Early Head Start and Meals on Wheels. She rebranded the organization into a modern, high-performing agency by implementing digitized technologies, streamlining financial donations, and meeting all compliance standards.

Under Howard’s direction the BEOF also purchased a 77,000-sq. ft. building to serve as the organization’s administrative location.

Prior to her 10-year run as executive director of the BEOF,Howard served as the city’s Director of Community Development for three years. Before that she served as a deputy clerk of the Superior Court of North Carolina where she was born and raised.
