    Intersection of Boulevard & Grove to Become Westfield’s Latest All-Way Stop

    WESTFIELD, NJ — As early as the first week of October, new signage will be set up to mark the intersection of Boulevard and Grove Street as the town's latest all-way stop after the town council's approval Tuesday.

    While most of the meeting was spent handling the handoff of the open fourth ward council seat , the Westfield Town Council also got the ordinance change approved for the change in traffic flow.

    “Over the course of seven months of traffic engineering analysis that intersection, with the new rules that were established in January of 2024, meets the requirements with traffic lines and crashes,” said Town Administrator Jim Gildea at the council's Sept. 10 conference meeting.

    “We met with a resident group there, they’re excited about this,” Gildea said.

    Councilman Michael Armento, Michael Dardia, Linda Habgood, Todd Saunders, David Contract, Michal Domogala and Mayor Shelley Brindle voted to approve the change. Councilman David Kiefer was not present.

    Rule changes at the federal level have allowed Westfield to install all-way stops several times this year, with updates to Clark Street and West Dudley Avenue, Clifton Street and Summit Avenue , and Westfield Street and Park Avenue.

    The requirements mentioned at the Sept. 10 meeting for crash data indicate that in order for an intersection to be designated an all-way stop, there must be a minimum number of crashes at that intersection over a specified period of time:

    “For a four-leg intersection, there are five or more reported crashes in a 12-month period or six or more reported crashes in a 36-month period that were of a type susceptible to correction by the installation of all-way stop control.”

    Similar to the other changes this year, additional signage will be temporarily set up to assist residents get used to the change, according to Gildea.

    The intersection could be adjusted as early as the first week of October, he said.

    The town is also taking the opportunity to remove a handicapped parking space on Harding Street that had been previously been requested by a local resident but is now no longer needed, according to Gildea.
