    Denville Council Takes Action on Resolutions at the Oct. 1st Meeting

    At its October 1st meeting, the Denville Council took action in approving multiple Resolutions. The resolutions are described as follows:

    • The release of a performance bond posted by DTS Trucking LLC for Phase 1 of the Knuth Field Walking Trail project. This decision was taken after the Township Engineer confirmed the satisfactory completion of the project. The total bond totaled $166,774. In addition, DTS Trucking LLC has posted a one-year maintenance bond for $172,914 for continued upkeep of the trail.
    • The Council extended its advice and consent to several mayoral appointments to the Planning Board. These appointments include both full-term and alternate member positions. The council approved the appointment of Tim Behrens to fill an unexpired four-year term, which will end on December 31, 2025. Additionally, Guy Paglinco was appointed as an alternate member for a two-year term expiring on December 31, 2024, and Laura Wagner was appointed as an alternate member for a two-year term ending on December 31, 2025. These appointments will take effect immediately, ensuring continued leadership and oversight in Denville’s planning and development process.
    • Two previously approved affordable housing projects and redirected the unspent funds to a reserve account for future developments. The approved resolution cancels unexpended funds from projects authorized in 2012 and 2013. The first project, a partnership with Habitat for Humanity to build two tri-plex affordable homes, did not proceed and left $41,304.39 in unspent funds. The second project, involving the installation and upgrading of fire suppression systems at the Cooks Pond Senior Housing, was completed under budget, with $18,499.99 remaining. These funds, totaling $59,804.38, will now be moved to the Township’s Affordable Housing Trust Fund under the category "Reserve Residential for Developers Fee," designated for future use in line with court-approved spending plans.
    • Refunds were authorized to several lienholders following the redemption of tax sale certificates. These refunds were issued for properties in various locations, including Peer Place, Newman Lane, and Middlefield Court. The largest refund, totaling $19,783.75, was issued to Phoenix Funding Inc., along with an additional premium of $21,300.00 for a property located at 10 Richwood Place. Other notable refunds include $1,936.70 to Fundpality 2023 LLC for a property at 5 Newman Lane and $189.12 to Andrew Tobin for a property on Middlefield Court. These refunds are part of Denville’s ongoing process of managing and reconciling tax sales certificates.
    • Council approved the settlement of tax appeals for the commercial property located at 3000 Route 10. The property’s assessment was disputed for the years 2019 through 2024. According to the settlement, the original assessment of $1,401,000 for the years 2019 through 2022 will remain unchanged. However, the assessment for 2023 will be reduced to $1,350,000, and 2024 will decrease further to $1,300,000. The council has authorized municipal officials to implement the settlement terms immediately.
