First thing I thought of was that Rochester person that was killed by a hit and run by the stadium by the delivery driver. He received 120 days in jail and 5 years probation for taking a life.

Nobody driving in hood has license/ registration/ insurance! So they run!! They all take turns in neighborhood sharing 1 car!
