    Buxton-Avon beach nourishment project moves ahead

    At its September meeting, the Dare County Board of Commissioners advanced the Buxton and Avon beach nourishment project.

    The board first approved a capital project ordinance establishing a budget for permitting, design and construction administration contracts for Coastal Science and Engineering for the 2026 Buxton and Avon nourishment projects.

    The work for Avon is pegged at $1,197,000 and for Buxton, $1,591,000 for a total to be financed by 2026 limited obligation bonds of $2,788,000.

    Next, the board approved amendments to the professional services agreement for Coastal Science and Engineering for the maintenance project following the 2022 Buxton and Avon nourishment projects.

    The consent agenda, adopted unanimously, contained 11 action items, including the following:

    – A 36-month contract for KnowBe4, a subscription service for security training and Phisher. Total 36 months, $33,469.20

    – A 36-month contract with Spectrum Enterprise for service at Emergency Medical Services Station No. 7. Monthly $310. Installation $100.

    – A daily deposit exemption permitting the finance director to exempt certain daily deposit requirements. Dare County has certain locations that collect small amounts of monies daily. These locations also typically have few staff members and some are not conveniently located near a bank branch. A state law permits a daily deposit exemption up to $500. It stipulates that at least once a month a deposit must be made even if less than $500 is on hand.

    – Approved Oakley Collier Architects to provide facility assessment and design for a new station at Frisco Volunteer Fire Department. The county manager will negotiate a professional services agreement.

    – Approved N.C. Department of Health and Human Services funding for management of chronic illness in pregnancy. Funds will be used to purchase digital blood pressure monitors/cuffs and/or digital glucometer equipment for Dare County uninsured maternal health patients. Budget amendment: $4,000.

    – Dare County’s Public Health Division received funding from the Outer Banks Community Foundation Wolfinger-Jones Family Fund for Breaking Through Task Force suicide awareness and prevention efforts. Funding will be used send two staffers to adult mental health first aid training and to purchase podcast equipment for a new Breaking Through Task Force podcast. Budget amendment: $5,000.

    A series of contracts were approved for grants already noted by the commissioners with budget amendments approved. The actions authorize the county manager to sign the contracts, as follows:

    – With N.C. Department of Environmental Quality, $234,000 for Resilient Coastal Communities Program Grant for a drainage study and engineering in Salvo. No match required.

    – With the N.C. Department of Environmental Quality, $160,000 for Resilient Coastal Communities Program Grant for stormwater improvements in Hatteras Village. No match required.

    – A Coastal Storm Damage Mitigation Fund Grant to locate and permit offshore sand resources for future Buxton beach nourishment projects. A contract proposal with Coastal Science and Engineering was approved for signing. Total project cost: $500,000. Grant $250,000. Dare share $250,000 from the Beach Nourishment Fund.

    – A budget amendment was created for a grant from The Office of State Budget and Management Register of Deeds Grant Program for an additional $2,714 for the preservation of historical records and files.

    – Contract approval with the N.C. Division of Soil and Water Conservation to fund stream rehabilitation for up to $219,490 for cleaning debris and trash out of ditches, canals and streams in Dare County. Locations are Dough’s Creek, Manteo; Jovers Lane, Wanchese; Hwy. 64 East Lake Northwest; Jennette Sedge Outflow Ditch, Buxton; Hwy. 64, East Lake, culvert replacement.

    Ridiculous Avon or Buxton receives more beach nourishment before Rodanthe. You can’t even access either town without passing through Rodanthe. Also want to add that beach nourishment obviously isn’t enough to save the island forever so why isn’t a more permanent solution being drawn up or at least talked about

    You already did this two yrs ago. What about city of Rodanthe. Has never been done and houses falling into Ocean.
