I feel we need a federal law that all localities must add a fee to their business permit total monetary charge to be used by the city, county or state park department to build little park areas with tables and chairs, within strip mall areas or areas within or adjacent to parking lots of single bigger stores such as Fred Meyer, Grocery Outlet, Dollar Tree, Walmart, Big Lots and Harbor Freight Tools.
