As expected, Pittsburgh quarterback Russell Wilson was inactive and was the third emergency quarter for Sunday's game against the Broncos at Empower Field.

The former Denver quarterback had been listed as questionable due to a calf injury but it had been assumed he would not be active. So for the second straight week Justin Fields will start in place of Wilson.

Active for the Broncos and making his debut was rookie wide receiver Troy Franklin. Franklin, who was inactive in Week 1 at Seattle, told The Denver Gazette on Friday that he would be active in place of rookie wide receiver Devaughn Vele, out with a rib injury.

In addition to Vele, inactive for the Broncos were quarterback Zach Wilson, running back Blake Watson, tackle Frank Crum, defensive lineman Eyioma Uwazurike, cornerback Kris Abrams-Draine and tight end Lucas Krull. With Jarrett Stidham remaining the backup behind Bo Nix, Zach Wilson served as Denver's emergency third quarterback.

In addition to Russell Wilson, who played the past two seasons for Denver, inactive for the Steelers were wide receiver Roman Wilson, safeties Jalen Elliott and Terrell Edmunds, guard Isaac Seumalo and defensive lineman Dean Lowry.
