    Duggan administration refuses, then relents

    Refusing, then relenting

    Detroit Mayor Mike Duggan’s administration recently refused to give records on two key issues to the Detroit Board of Ethics, said board Executive Director Christal Philips, before ultimately relenting when the Free Press began asking questions.

    Documents obtained by the Free Press corroborate the administration's initial refusal to turn over records related to two different issues: transparency disclosures and investigations involving a controversial city leader’s decision about murals and a building purchase.

    The Detroit Board of Ethics attempted to get conflict of interest disclosure forms and was told by the city it had to file a Freedom of Information Act request (FOIA) and would only receive redacted records. When the Free Press asked questions about the administration's decision to not provide hundreds of documents to the board, the city reversed course.
