This is complete BS! I worked in nursing homes and assisted livings. Any minor issue, was a hefty fine! The state would come in and destroy the even finest homes, seriously! We received a fine for NOT hanging the toilet paper the correct way! The state makes a crap ton off of the fines! Granted, some are really bad! Doubt there were any surveyors around during the lockdowns! Adult/children foster care homes, so incredibly sad! They see a state surveyor but once every 3 years. And, these instances, a surveyor schedules an onsite visit in advance, the homes have time to clean up the messes.
