    NFL owners' vote could come Tuesday on stadium agreement between Jaguars and city

    Jaguars owner Shad Khan and city leaders could learn Tuesday whether National Football League owners will sign off on a stadium renovation agreement that would keep the team playing in Jacksonville for another 30 years.

    Here's what's at stake when NFL owners start their two-day meeting in Atlanta on Tuesday.

    Super-majority support by owners required for approval

    The NFL requires at least three-fourths of owners to bless the deal, which translates to 24 or more of the 32 franchise owners.

    If approved, it would be the third time in two years owners have backed major stadium construction, coming after stadium deals for the Tennessee Titans and Buffalo Bills .

    In Jacksonville, the stadium is set to undergo major renovations that would leave portions of it intact but reconstruct large parts of the building and add a roof covering that will give some protection from the heat in early-season games.

    The city would pay $775 million of the $1.4 billion cost . Khan would pay the rest and be responsible for any cost overruns.

    The Jaguars have been giving the NFL information about the deals throughout the process, including an earlier presentation to the joint stadium and finance committee made up of 18 NFL owners. Khan said Saturday that meeting went well in the lead-up to the gathering of all NFL owners.

    "You never know, at least until the vote is cast," Khan said. "But certainly, I have every reason to be very optimistic."

    City Council tweaked deal in response to questions from NFL

    The structure of the stadium agreement has not faced pushback by the NFL.

    After City Council approved the stadium renovation agreement and the 30-year lease extension in June, the NFL did a detailed review and asked the city to make a few amendments that city officials say doesn't alter the overall framework.

    On Sept. 24, City Council clarified that after a game date is scheduled for the annual Florida-Georgia football game, the NFL will not do anything with its Jaguars schedule that would conflict with the college game being played as scheduled.

    Another amendment affects the guaranty agreement for the team to follow through on its obligations. The terms of the guaranty will be along the lines of such agreements approved by NFL owners for the Titans and Bills stadium deals.

    A third change involves specifying the city can audit records for work the Jaguars and city do together on the construction work but the city but does not have the ability to audit the financial books of the team, language that city officials say is modeled after other NFL-approved agreements.

    Construction could start in early 2025

    The work on the stadium could start in early 2025 and continue over nearly three years with the reconstructed stadium ready in time for the start of the 2028 football season.

    Taking the conceptual design to 100% schematic design is on track for completion in November.

    "This is a living, breathing project," team President Mark Lamping said. "This is a renovation, and there's surprises around every corner. Each state of that further defines exactly what the plan is, but we've got a long way to go from where we are with a schematic design all the way through 100% construction drawings. But there is no compromise on the end result."

    The Jaguars would still play in the stadium in the 2026 season with reduced seating and then play the entire 2027 season outside Jacksonville, though where those games would be played remains undecided. The Jaguars have been evaluating Camping World Stadium in Orlando and Ben Hill Griffin Stadium at the University of Florida. London also is a possible option for some home games.

    NFL owners will vote on all the agreements between city and Jags

    The owners will be voting on the comprehensive agreement that also includes the $300 million community benefits agreement that is the largest in NFL history.

    The Jaguars would provide $150 million spread over the length of the 30-year agreement, which is more than the roughly $100 million that Buffalo Bills will do in its community benefits agreement for a new stadium.

    The city will put $150 million into the community benefits agreement, bringing the city's total cost to $925 million when combined with its share of the stadium renovations.
