    Frederick County Councilman Steve McKay's proposed growth moratorium ordinance will be sent back to legislators without a recommendation from the Planning Commission after a tie vote on Wednesday.

    After roughly five hours of Planning Commission deliberation, Commissioner Craig Hicks moved to recommend that the County Council approve McKay's bill, which would put a temporary pause on residential development in areas where public schools are over capacity.
