Prior to that he was city manager in Oxford for two years following a 27-year career in the field of downtown development in Salisbury, Kinston and Benson, North Carolina. In Salisbury, he was part of two downtown master plans that resulted in over $70 million in investment and the designation as one of 10 Great Neighborhoods in the U.S. by the American Planning Association.

Hemann capped off his downtown development presenting Salisbury’s success story to 1,200 attendees at the 2012 National Main Street Conference.

He is a native of Huntington, West Virginia. He was awarded a B.A. in political science at Marshall University and holds a Master of Public Administration degree from East Carolina University.
