Good morning and welcome to the A.M. Alert!

GAVIN NEWSOM, RISING DEMOCRATIC STAR, IS LARGELY A DNC NO-SHOW

Gov. Gavin Newsom was a no-show at the big California delegation breakfast on Day 3 of the Democratic National Convention . But First Partner Jennifer Siebel Newsom did come and speak to the daily delegation meeting for three minutes.

These meetings, which begin early every morning and last for roughly 90 minutes, are held in a big Hyatt Regency ballroom and serve as both organizing events and rallies for state officials.

Wednesday, the 500 or so California delegates, VIPs and others heard from a host of notable state officials, such as Health and Human Services Secretary Xavier Becerra , Sen. Alex Padilla and Reps. Ted Lieu , D-Santa Monica, and Robert Garcia , D-Long Beach. Broadway Actor Gregory Treco sang “Feelin’ Good.”

But no governor. He hasn’t been here all week. His big public appearance was his announcement of the state’s delegate votes during Tuesday’s floor roll call, and he’s done interviews with some media outlets.

His wife, though, did appear Wednesday with fellow Californians.

Her brief talk was a rallying cry, as she spoke about “California’s own Kamala Harris .”

“California has long been the birthplace of many firsts,” she said, “so it is no surprise that our nation’s first woman, first Black woman and first Asian president also hails from the Golden State.”

She boasted that “as we know, as California goes, so, too, will go the nation. And we need the values and leadership that the Harris-Walz ticket represents, the future that they guarantee versus the dystopian reality that Trump threatens.”

Minnesota Gov. Tim Walz is the Democrats’ vice presidential nominee. Former President Donald Trump is the GOP’s presidential nominee.

Jennifer Newsom described why the state was special.

“Inclusion and belonging are the norms,” she said. “I am so proud of our state, and so we have the opportunity to ensure that those values stay in the White House through the election of Harris and Walz as well as important elections up and down the ballot.”

She got polite applause when she was done.

CALIFORNIA COLLECTS MORE MONEY THAN WAS FORECAST

Good news, Golden State: State coffers are more flush than anticipated.

A Department of Finance memo released this week showed that general fund cash receipts were $983 million, or a little more than 10% above what the budget forecast said.

This was “driven by strength in corporate and personal income tax payments, which exceeded the forecast by $844 million and $418 million, respectively,” according to the memo.

The memo notes that July “is not a particularly important month for corporate and personal income taxes” as there are no major payment deadlines that month.

“Moreover, the overage in corporate income tax receipts was likely due to large payments from a few corporations and may not necessarily be indicative of overall ongoing corporation tax revenue strength,” the memo read.

It wasn’t all positive news, though. Preliminary sales and use tax receipts stood at $306 million, down more than 18% from the forecast.

“This shortfall is related to the timing of collections as higher-than-expected cash receipts shifted from July to August,” the memo read.

    QUOTE OF THE DAY

“The Harris/Emhoff family (modern, blended, Californian, high powered lawyers) interacting with the Walz family (traditional, midwestern, teachers) is like the set up to an okay sit com.”
