Council approves street paving projects in Shenandoah

SHENANDOAH – Several streets in Shenandoah will be repaved soon, borough council approved at a special meeting Thursday.

Council approved bids for paving projects for Bower, Catherine, Oak, and Cherry Streets.

Schuylkill Paving, Inc., of Schuylkill Haven, was the low bidder for the projects at a cost of $343,860.

The streets to be paved are:

• North Bower from Lloyd to Centre;
• South Catherine from Centre to Oak;
• West Oak from Catherine to Gilbert;
• West Cherry from Main to Jardin;
• West Oak from Chestnut to West.

The projects are being paid for through funds from the COVID relief fund, liquid fuels, the community development block grant, and interest from the proceeds of the sale of the Shenandoah Municipal Authority. The majority, if not all, of the liquid fuels fund will be used.

Councilwoman Katie Catizone questioned spending what she said amounts to 70% of the borough’s police budget on roads.

“There should have been a more impactful study on how this money could make the most impact in this town,” Catizone said.

Council President Joe Boris said one of the most common complaints he receives is the condition of the roads.

“How long have we talked about the roads, this is the first time in 30-some years that we’re trying to do something,” Boris said. Council Vice President Mike “Zeckie” Uholik also claimed the borough “didn’t do them for years.”

Though, the borough has repaved multiple streets in the past several years, including Coal Street from Stadium Road to Walnut Street in 2020.

Portions of Ferguson and Oak Streets were repaved in 2019.

Borough Manager Tony Sajone raised concerns regarding Aqua Pennsylvania utility work, especially water main breaks.
